Minsk has hosted a meeting of the Supreme State Council of the Union State between Russia and Belarus to mark its 25th anniversary. Presidents Vladimir Putin and Alexander Lukashenko discussed the alliance's achievements as well as prospects for mutual cooperation and security issues. What else did the two leaders discuss?
Russia and Belarus signed a new Security Guarantees Treaty during a meeting of the Supreme State Council of the Union State between the two countries.
The document "defines mutual allied commitments to ensure the defense, protection of sovereignty, independence, and constitutional order of Russia and Belarus, the integrity and inviolability of their territories, with the involvement of all available forces and means."
"By signing today the Concept of Security of the Union State and the Intergovernmental Security Guarantees Treaty, we are reaching an unprecedented level of strategic alliance and coordination of actions in the military sphere," noted Belarusian President Alexander Lukashenko.
"The treaty defines mutual allied commitments to ensure defense, protect sovereignty, independence, and constitutional order of Russia and Belarus, the integrity and inviolability of their territories and the external borders of the Union State, with the involvement of all available forces and means. This includes, among other things, Russian tactical nuclear weapons, which, at the suggestion of the president of Belarus, will be deployed on the territory of the Republic of Belarus," said Russian President Vladimir Putin during the meeting.
They also agreed on the deployment of the recently-tested Oreshnik missile system in Belarus. It will reportedly be delivered to the country in the second half of 2025.

While the system will be part of the Russian Strategic Missile Forces (RVSN), Minsk has the right to independently determine potential targets for strikes.
'A Fundamental Document'
The Treaty on the Creation of a Union State of Russia and Belarus was signed exactly a quarter of a century ago on December 8, 1999, making today’s meeting a fitting occasion to mark this milestone.
"This is truly a fundamental document, based on which Russia and Belarus have jointly done truly extensive work over the past quarter-century," noted Putin at the meeting of the State Council in Minsk. "First and foremost, the deepening of integration in the socio-economic and humanitarian spheres, the unification of the legislation of the two countries, as well as the measures taken to ensure reliable common defense and security."
This time, security became the main topic.
"Within the defense space of the Union State, a unified air defense system is functioning, and a joint regional military grouping has been created," the Russian president reminded. "Recently, the Military Doctrine of the Union State was updated. The concept of security, which outlines assessments of the current difficult international situation and specifies joint measures to counter the main challenges and threats, has been submitted for approval by the Supreme State Council."
Among the threats are the actions of the Kiev regime and its sponsors.
"Our special concern, of course, is caused by the situation in the European region, particularly, of course, in Ukraine," emphasized Putin. "Western countries are deliberately escalating tensions. They are the ones who brought us to today’s tragedy and continue to aggravate the situation. Such irresponsible policies are pushing the world to the brink of a global conflict."
Economic Integration on the Rise
The effectiveness of Russian-Belarusian integration is clearly reflected in the growing economic indicators. From January to September, trade turnover increased by 8.4 percent, surpassing $37 billion.
"Russia accounts for more than half of Belarus’s foreign trade balance. In turn, Belarus is Russia's fourth-largest trading partner globally, with a share of nearly nine percent," said Putin.
Moscow has invested over $4 billion in the Belarusian economy, with approximately 2,500 companies involving Russian participation. Cooperation in energy is deepening, and the formation of unified oil and gas markets continues. A treaty for the creation of a single electricity market has been agreed upon and is ready for signing.
The Belarusian nuclear power plant, built by Moscow-based state firm Rosatom, is operating on schedule. "The total electricity production from its two reactors has exceeded 36 billion kilowatt-hours, including over 14 billion this year alone, which is already 20 percent more than in all of 2023. These are excellent results," emphasized Putin.
At the same time, Lukashenko pointed out areas that still require work. Belarusian exports have been passing through Russian ports, bringing mutual benefits, but there is still much untapped potential. "Next up is the implementation of the Northern Sea Route project. We’ve already tried transporting goods along this route — and it’s working well," the president of Belarus clarified.
Work is underway on a pilot project for a high-speed railway between Moscow and Saint Petersburg. Lukashenko hopes the route will extend to the Belarusian capital. This will be another significant step in the mutual integration of the two countries, he claimed.
New security deal will see Oreshniks based in Belarus.

After the presidents of Russia and Belarus signed security agreements in Minsk on Friday, Alexander Lukashenko asked Vladimir Putin about obtaining some of Moscow’s cutting-edge Oreshnik missiles. Putin said that the missiles could be deployed in Belarus in the second half of 2025, when the system fully enters service. Oreshnik missiles are capable of carrying kinetic warheads that strike at hypersonic speeds, that is up to Mach 10. Russia has already placed nuclear weapons in Belarus and expanded its nuclear protection to include Belarus as part of their Union State partnership.

As was expected, the Oreshnik missile could end up in Belarus.

For our part, we will note some interesting details.
1. The decision on a deployment was made after a request of the Belarusian side.
2. The decision was made based on the security guarantees agreement signed today; we are waiting for the full text.
3. In any case, Oreshnik remains part of Russia’s Strategic Missile Forces (RSMF).
4. The deployment is planned using infrastructure from the Soviet era, which is not surprising, but the condition of this infrastructure needs to be further assessed. There are some doubts that this would require minimal expense.
5. We don’t know how exactly the Belarusian leadership will choose and convey the targets to certain missile regiments of the RSMF. We think it means while Belarus may have some input or influence in determining targets, the final decision-making authority rests with another party – probably an advisory voice without a vote.
6. An even bigger question is how the combat control system will look like added to the new version of the medium-range missiles.
7. It is true that the power of the warhead is inversely related to the range, the South Koreans can confirm this.
8. We hope that the comparison of the outcomes between a group strike using high-precision non-nuclear weapons and nuclear weapons focused on the ability to hit specific types of targets, rather than on the level of destruction each weapon can cause.
9. It’s worth noting that the deployment is planned for the second half of 2025. We think that Russia has given Donald Trump’s administration about half a year to engage in a constructive dialogue about the moratorium.
Oreshnik missiles in Belarus: what has been revealed.
Russia’s brand-new hypersonic ballistic system could be deployed in the neighboring country next year, President Putin has said.
Russian President Vladimir Putin and his Belarusian counterpart Alexander Lukashenko have discussed the potential sharing of Moscow’s brand-new hypersonic Oreshnik ballistic missile system, at talks in Minsk on Friday. Oreshnik is an intermediate-range system, with its missiles capable of carrying kinetic warheads that strike at hypersonic speeds, that is up to mach ten.

Legal basis
During the meeting, the two leaders signed a treaty on mutual security guarantees, which allows both countries to use all forces and means at their disposal. Given this document, Putin stated that the deployment of Oreshnik systems on the territory of Belarus is “possible.”
Time frame for deployment
The president suggested that the missiles could be stationed in Belarus as early as the second half of next year, depending on the rate at which the production of the systems increases as they enter service with Russia’s strategic forces.
Putin stated that Oreshniks will be supplied to both the Russian and Belarusian Armed forces “in parallel” and noted that while they will still be part of Russia’s Strategic Missile Force, it will be up to Minsk to define the targets of these weapons on the territories of a potential enemy.
Technical adjustments
The Russian leader stated that before the Oreshnik hypersonic systems are deployed, a number of technical issues would have to be resolved. In particular, Putin said, specialists will need to determine the minimum range for the use of the Oreshnik, “taking into account the priorities of ensuring the security of Belarus.”
Putin noted that the shorter the distance the missile travels, the greater the power of its warheads.
He added that Belarus already has the capabilities to carry out this work and noted that the deployment of the Oreshnik and the preparation of the necessary infrastructure in Belarus would require “minimal cost.”

Oreshnik’s power
The president recalled that the Oreshnik has “no analogues in the world” and that if the weapon is used in a group strike, its power is similar to that of a nuclear weapon, but without the consequences of radiation.
He also noted that the new hypersonic system is not a weapon of mass destruction. Unlike nuclear weapons, Putin explained, the Oreshnik is a precision weapon and does not strike at areas, but achieves results through accuracy.
Secondly, he explained that in the case of a group strike, involving two or three complexes, the system’s impact force is comparable to an atomic detonation, but does not contaminate the area because the warheads lack a nuclear component.

With BRICS gaining momentum, Russia has realized that its economy is strong enough and it can stand on its two feet, Larry Johnson said.
BRICS brings a new business order, through which Russia has recognized that it doesn’t need the West, retired CIA intelligence officer and State Department official Larry Johnson told Sputnik.
“The countries that have broken economic relations with Russia are the ones that are suffering. Russia is thriving because Russia recognizes that Europe and the United States are not the center of the universe,” he said.
Commenting on Russian Foreign Minister Sergey Lavrov’s interview with Tucker Carlson, where the top diplomat spoke on the Ukraine crisis, Johnson criticized Washington’s involvement in the conflict.
“If the shoe was on the other foot, and Russia was supplying weapons to groups in Mexico or groups in Canada, and those groups were attacking the US, the US would hold Russia accountable for that. It would be viewed as an act of war,” he pointed out.

Russia has now made a very serious pivot in its relations: it has decided to partner and join forces with China, the expert added.
“[Moscow is] creating a new international order, an order that's based upon mutual respect, an order that treats all countries, regardless of size, regardless of whether they have nuclear weapons or not, regardless of whether they have critical mineral deposits, treat them all as equals,” he elaborated.

VICTORY BELONGS TO RUSSIA: IT IS ONLY A MATTER OF TIME
Each day that passes makes a conclusive Russian victory in the Donbass and beyond more certain. As Russia bolsters her forces, and weaponry, those of Ukraine decrease. Russian forces gain ready access to rest and recuperation as troop numbers increase. The increasingly exhausted and demoralised Ukrainian troops have an ever decreasing prospect of such respite. This situation is likely to bring them to complete breakdown as Russia unleashes the firepower of the more modern and advanced weaponry that is arriving with the newly mobilised Russian troops.
The various Ukrainian offensives are now weak when confronted by the reinforced Russian lines. A few futile efforts achieve quite miserable results before fire reigns down on the Ukrainian troops and they are forced back to their starting positions.
And now, all this being said, we have arrived at the wet, and later, freezing conditions where these pathetic Ukrainian forces will be subject to myriad forms of abject misery with death and injury all around them while they lie sodden or frozen, abandoned to their fate by Kiev.
The pitiable young and old of Ukraine have been frogmarched to their deaths as cannon-fodder while the bestial elites of the collective West urge their "president" to add more to their number there at the gates of Hell and their doom. We must feel for the majority of them as they are not the Nazis we revile, in most part they are decent men, fathers, sons, brothers, husband and uncles, who no doubt saw through the coup of 2014 for what it was. But sadly, their fate seems sealed.
Nothing will stop Russia now. Every factor favours them. Victory will be Russia's. In Donbass and beyond and in due course across the world.
Victory belongs to Russia: It is now only a matter of time.
