The use of Western-made long-range missile systems in the Ukraine conflict has drastically changed its nature, the Russian leader has warned.
Russian President Vladimir Putin delivered a televised address from the Kremlin on Thursday evening, outlining Moscow’s response to recent escalations of the Ukraine conflict.
He revealed that Russia had deployed a new hypersonic missile system in a strike on Ukrainian territory, criticized the United States for escalating tensions, and reiterated Moscow’s willingness to engage in peace talks while blaming Washington for the conflict becoming global in nature.

Putin’s address comes after recent Ukrainian strikes inside Russia’s pre-2014 borders using Western-made long-range missiles, which mark a significant escalation of the conflict. His comments reflect growing tensions between Russia and the NATO countries, and signal the dangers of a potential shift toward a broader confrontation.
Deployment of the new Hypersonic Missile ‘Oreshnik’
Putin confirmed that Russia has used its latest hypersonic ballistic missile system, nicknamed ‘Oreshnik’ (Hazel in English), during a strike on a Ukrainian defense industry facility in Dnepropetrovsk on Thursday morning. The missile is part of Moscow’s new generation of medium-range weapons and reportedly travels at speeds of up to Mach 10 (2.5-3 kilometers per second).
Putin emphasized that no existing air or missile defense systems, including those deployed by the US in Europe, are capable of intercepting the Oreshnik. “There are no means of countering such weapons today,” he said, adding that the strike successfully hit one of Ukraine’s largest Soviet-era industrial complexes producing rocket technology.
The Americans are making the Ukraine conflict global
Putin accused the US and NATO of deliberately escalating the crisis by providing Kiev with long-range, high-precision weapons capable of striking Russian territory. This week, Ukraine used American-made ATACMS missiles and British Storm Shadow systems to strike targets in Russia’s Bryansk and Kursk Regions.
Putin said these attacks demonstrate the West’s intent to transform the Ukraine conflict into a global war. He stressed that these weapons could not be used without the direct involvement of US and NATO military specialists. “This regional conflict provoked by the West has now acquired global elements,” the president declared.
US defenses helpless against Russian hypersonic weapons
Putin highlighted the strategic advantage of Moscow’s new missile technology, stating that Western defense systems, including those at US bases in Europe, are powerless to intercept them. He framed the deployment of the Oreshnik system as a response to NATO’s increasingly aggressive actions, including Washington’s withdrawal from the Intermediate-Range Nuclear Forces (INF) Treaty in 2019. “Missiles like Oreshnik are our answer to NATO’s plans to deploy medium- and shorter-range missiles in Europe and the Asia-Pacific,” he said.
Americans destroyed the system of international security
The Russian president placed blame squarely on Washington for dismantling global arms control agreements and eroding international security.
“It was not Russia but the United States that destroyed the system of international security,” Putin said, referring to the collapse of the INF Treaty and other agreements. He accused the US of clinging to its “hegemony” at the expense of global stability, stating that the Americans are “pushing the whole world toward a global conflict.”
Russia’s position on the deployment of missiles
Putin announced that while Russia has refrained from deploying medium- and shorter-range missiles globally, it would reassess this policy in response to US actions. He warned that future targets for Russia’s advanced systems would be chosen based on perceived threats to national security. As a “humanitarian” gesture, he stated that civilians in targeted areas would be warned in advance to evacuate.
A call for Peace, and a warning to the West
Despite his tough words, Putin reiterated that Russia remains open to talks, but warned of decisive retaliation against escalating aggression. “We have always preferred, and are still ready, to resolve all disputes through peaceful means,” the president said.
However, he cautioned Western leaders, particularly in Washington, to take Russia’s warnings seriously. “There will always be an answer,” to attacks on Russia, he concluded.

Putin: Russia Strikes Ukrainian Defense Facility With New Oreshnik Ballistic Missile.
The Russian president announced that the country's armed forces carried out a combined strike using the latest Oreshnik medium-range missile against a Ukrainian defense industry facility in response to US and British weapon strikes on Russian territory.
Russian President Vladimir Putin has said that Kiev’s use of long-range weapons will not affect the course of the special military operation, and all its objectives will be achieved. Illusions about the possibility of delivering a strategic defeat to Russia, about the events currently unfolding in the zone of the special military operation, particularly in light of the use of long-range Western-made weapons against our territory [should not be held]," Putin said in his address on Thursday.
On the Response to Long-Range Weapon Attacks
The president reported that on November 19, Ukrainian forces attacked targets in the Bryansk region with six ATACMS missiles, followed by Storm Shadow system strikes in the Kursk region on November 21. Air defense systems repelled the attacks, resulting in no casualties or significant damage.
Putin emphasized that the conflict in Ukraine has acquired global dimensions after these attacks.
"From this moment, as we have repeatedly emphasized, the conflict in Ukraine, provoked earlier by the West, has acquired global characteristics," he stressed.
He noted that the use of long-range munitions against Russia is impossible without specialists from the countries where they were manufactured.
"We consider ourselves entitled to use our weapons against the military facilities of those countries that allow their weapons to be used against our facilities. In the event of an escalation of aggressive actions, we will respond equally decisively and symmetrically," the president stated.
He added that Kiev’s use of long-range weapons will not affect the course of the special military operation, and all its objectives will be achieved.
On the International Security System
Putin likewise emphasized that the international security system was destroyed by the United States, which made a mistake by withdrawing from the Intermediate-Range Nuclear Forces Treaty in 2019.
"Let me stress once again that it was not Russia but the United States that destroyed the international security system, and by clinging to its hegemony, it is pushing the entire world toward a global conflict," he noted.
Putin added that Moscow will respond decisively and symmetrically in the event of escalation. He stated that Russia always advocates resolving disputes peacefully but warned against underestimating its readiness for any developments.
The president also said that the deployment of Russian intermediate-range and shorter-range missiles will depend on the actions of the US and its allies. Targets for future tests of advanced missile systems will be chosen based on threats to Russia.
"Of course, when selecting targets for such systems as Oreshnik on Ukrainian territory as a necessary countermeasure, we will inform civilians and request citizens of friendly nations in those areas to leave dangerous zones in advance," the head of state stressed.
"This will be done openly, publicly, and out of humanitarian considerations, without fear of opposition from the enemy," Putin emphasized during his address.
NATO Actions Prompt Oreshnik Missile Tests
The Oreshnik missile system is being tested in combat conditions as a response to NATO countries' aggressive actions against Russia, he announced.
"In response to the use of American and British weaponry on November 21 this year, Russian armed forces conducted a combined strike on one of Ukraine's defense-industrial complex facilities. This included testing one of Russia's latest medium-range missile systems in combat conditions. In this case, a ballistic missile equipped with non-nuclear hypersonic technology, referred to as Oreshnik by our missile forces, [was used]" Putin stated during his address.
Modern air defense systems cannot intercept Oreshnik missiles, which attack targets at a speed of Mach 10—about 2.5-3 kilometers per second, Putin explained.
"Existing modern air defense systems worldwide, including the missile defense systems created by Americans in Europe, cannot intercept such missiles. It’s impossible," Putin said in his speech.
Vladimir Putin Puts US and West 'On Notice' with State-Of-The-Art Missile Strike.
As Russian President Vladimir Putin lamented the use of Western long-range missiles against Russia, retired CIA intelligence officer and State Department official Larry Johnson points out that the missiles would fall under the now-defunct INF Treaty.
“Recall that there was the intermediate range nuclear forces treaty that was signed. It came into effect with Ronald Reagan and Mikhail Gorbachev back in December of 1987,” Johnson tells Sputnik. “And that treaty dealt with ballistic missiles, cruise missiles, missile launchers with a range of 500 to 1000km, ie short-medium range and 1000 to 5500 are called intermediate range.”
According to him, the recent missile strike against the city of Dnepropetrovsk in Ukraine was President Putin’s way of sending a message to the West and to the United States who earlier “unilaterally abrogated” the INF Treaty.
“The fact that the United States unilaterally abrogated this treaty, I think Vladimir Putin was putting the United States and the West on notice, ‘okay, you abrogated that treaty. Now, let us show you what we have’,” Johnson elaborates.
The aforementioned strike on Dnepropetrovsk, he says, shows that Russia “developed both a short-medium range and an intermediate range ballistic missile with MIRV capability, which refers to multiple independent reentry vehicles so that one missile can carry a warhead with multiple warheads that can disperse.”
“What makes this particularly interesting is this is a hypersonic so this travels at a speed that no Western air defense system is capable of stopping,” Johnson adds. “So Vladimir Putin in destroying this one defense facility in Dnepropetrovsk was sending a very clear message to the West that more will follow. We'll see if the West backs down now or not.”

The use of such missiles won’t affect the course of Moscow’s military operation, the president insisted.
Kiev has launched a long-range missile strike against military facilities located within internationally-recognized Russian territory, President Vladimir Putin said in a public address on Thursday. The Ukrainian military fired British-made Storm Shadows and US-made HIMARS missiles at targets located in Russia's Bryansk and Kursk Regions, he said.
The use of such Western-made systems in the Ukraine conflict has drastically changed its nature, he warned. “A regional Ukraine conflict instigated by the West has acquired elements of a global one,” Putin stated.
These long-range high-precision missile systems cannot be used without the direct involvement of Western military specialists, the president explained.
Russia’s air defense systems have successfully repelled all the attacks made with the Western long-range missile systems, according to Putin. “The goals that have apparently been set by the enemy have not been achieved,” he said.
The attacks on one of the command centers in Kursk Region resulted in some casualties among the military guarding the facility, Putin said. The command personnel were not affected by the attack and the center continues to coordinate the operations of the Russian forces in the Russian border region, repelling a Ukrainian incursion, he added.
“The use of such weapons by the enemy cannot affect the course of the situation in the Special Military Operation zone,” the Russian president said, referring to the situation on the front lines, where, according to Putin, Moscow’s forces are continuing their successful offensive operations everywhere along the contact line. “All the goals we set are to be achieved,” he added.
Moscow also responded to the use of the British- and American-made long-range weapons with a combined missile strike of its own, the Russian president said. According to Putin, the attack involved some of the most advanced Russian weapons, including a new ballistic missile. The strike targeted a military industrial facility in the Ukrainian city of Dnepropetrovsk (also known as Dnipro in Ukraine).
On Tuesday, the British state broadcaster the BBC reported, citing defense sources, that Ukraine has fired Storm Shadow missiles at targets in Russia’s Kursk Region.

The claim followed outgoing US President Joe Biden reportedly permitting Kiev to use American ATACMS missiles to strike territory which is internationally recognized as part of Russia. Neither Washington nor London have officially confirmed allowing Ukraine to deploy their long-range weaponry for such purposes.
The updated Russian nuclear doctrine, which was approved earlier this week, states that an attack on the country by a foreign nation that does not have weapons of mass destruction, but is backed by a nuclear power, should be considered a joint attack by both.

VICTORY BELONGS TO RUSSIA: IT IS ONLY A MATTER OF TIME
Each day that passes makes a conclusive Russian victory in the Donbass and beyond more certain. As Russia bolsters her forces, and weaponry, those of Ukraine decrease. Russian forces gain ready access to rest and recuperation as troop numbers increase. The increasingly exhausted and demoralised Ukrainian troops have an ever decreasing prospect of such respite. This situation is likely to bring them to complete breakdown as Russia unleashes the firepower of the more modern and advanced weaponry that is arriving with the newly mobilised Russian troops.
The various Ukrainian offensives are now weak when confronted by the reinforced Russian lines. A few futile efforts achieve quite miserable results before fire reigns down on the Ukrainian troops and they are forced back to their starting positions.
And now, all this being said, we have arrived at the wet, and later, freezing conditions where these pathetic Ukrainian forces will be subject to myriad forms of abject misery with death and injury all around them while they lie sodden or frozen, abandoned to their fate by Kiev.
The pitiable young and old of Ukraine have been frogmarched to their deaths as cannon-fodder while the bestial elites of the collective West urge their "president" to add more to their number there at the gates of Hell and their doom. We must feel for the majority of them as they are not the Nazis we revile, in most part they are decent men, fathers, sons, brothers, husband and uncles, who no doubt saw through the coup of 2014 for what it was. But sadly, their fate seems sealed.
Nothing will stop Russia now. Every factor favours them. Victory will be Russia's. In Donbass and beyond and in due course across the world.
Victory belongs to Russia: It is now only a matter of time.
